The forum is the largest international event of the year organised by Ho Chi Minh City People’s Committee under the direct guidance of Prime Minister Pham Minh Chinh.

With the theme “Green Transition in the Digital Age”, the forum is expected to gather over 1,500 domestic and international delegates, with a series of flagship activities.

The forum has received strong support from the World Economic Forum (WEF), along with the participation of globally renowned organisations and institutions such as UNESCO, the World Bank, the Asian Development Bank, the International Monetary Fund, the International Telecommunication Union, and the global network of Fourth Industrial Revolution Centres (C4IR).

This year’s forum will bring together major corporations in technology, logistics, energy, finance, and smart cities, as well as leading academic and research institutions from Vietnam and around the world.

Among them are Foxconn Industrial Internet, Schneider Electric, Siemens, MassRobotics, Qualcomm, Ant Group, Sunwah Group, Huawei, the University of Hong Kong, Seoul National University, the Ho Chi Minh City Institute for Development Studies, RMIT University Vietnam, CMC, Nam A Bank, Thaco Group, and Viettel.

The series of major events begins on the morning of November 25 with an inspirational youth talk show, “Intelligent Generation NOW”.

Stephan Mergenthaler, managing director of the WEF, will share insights and inspire young people, the startup community, and young entrepreneurs with a global vision for advancing the green–digital transition and smart economic development.

On the afternoon of November 25, the CEO500 – TEA CONNECT programme will take place under the theme “Ho Chi Minh City: Towards a Global Mega-City in the Digital Age”.

This high-level dialogue between the government, the city, and more than 500 business leaders will focus on public-private partnership models, green investment strategies, technological renewal, and modern urban governance. The event is also an occasion for the City to introduce its development strategy for 2026–2030, with a vision to 2045, and present key projects calling for investment.

Notably, CEO500 – TEA CONNECT will witness the announcement of a series of strategic cooperation programmes between regulatory agencies, innovation centres, and leading domestic and international corporations, covering key sectors such as semiconductors, AI, space technology, logistics and seaports, international finance, and mobilising overseas Vietnamese resources for science and technology.

On the morning of November 26, the forum’s plenary session will open, featuring welcome remarks from the PM, Ho Chi Minh City’s leaders, and an online message from Børge Brende, president and CEO of the WEF.

During this session, delegates will also hear messages from leaders of international organisations and governments of Vietnam’s strategic partner countries on trends in green-digital economic development, smart economic models, sustainable supply chains, and urban governance.

Three parallel panel discussions will then dive deeper into core issues related to Vietnam’s and the region’s dual transition towards a smart economy.

High-level delegates will join a luncheon with government leaders. This will serve as a platform for intensive discussions among the government, the city, the WEF, foreign leaders, global organisations, and international businesses on cooperation strategies, technology transfer, and innovation for sustainable development.

In the afternoon, the forum will continue with a series of key policy dialogues, including a high-level policy dialogue between the PM and WEF leaders. The session will outline strategic cooperation directions in green economics, high-tech industries, AI, and innovation.

The city and WEF will also jointly announce a joint declaration on an initiative to promote smart manufacturing and responsible industrial transformation in Vietnam, a major milestone connecting Vietnam to WEF’s global innovation network, and the first Vietnam-WEF global initiative on smart manufacturing for developing countries.

Throughout the event, numerous side activities will be held, including conferences, thematic seminars, investment promotion programmes, and business networking sessions organised by global C4IR centres, ministries, localities, and international corporations, helping spread the spirit of public–private cooperation and sustainable innovation.

During the forum, the 3rd Ho Chi Minh City Green Growth Products and Services Exhibition (GRECO 2025) will open at Nguyen Hue street. The exhibition will underscore the city’s commitment to promoting sustainable development, encouraging innovation, and promoting green technology transfer to businesses and the public.

On the evening of November 25, government leaders will host a state banquet welcoming international delegations, global organisations, and strategic partners, reflecting Vietnam’s openness, cooperative spirit, and deep international integration. Prior to the banquet, high-level delegates will participate in city experiences such as a flower-offering ceremony at the Ho Chi Minh Statue and a visit to the Ho Chi Minh City Friendship Symbol for commemorative photos.

Renewable energy, environmental, social, and governance (ESG), and a roadmap for developing an International Financial Center were key pillars of discussion from more than 200 high-level leaders, entrepreneurs, and senior managers from leading British and Vietnamese companies at the first UK-Vietnam Business Summit held on November 5 in Ho Chi Minh City.

The collaboration highlights themes of energy, creativity, and ambition, reflecting the lifestyle of Gen Z, a generation known for embracing new trends and expressing individuality across diverse fields.

Den’s personal journey underpins the campaign. Before rising to prominence in the music scene, he worked in blue-collar jobs unrelated to music, persevering to pursue his artistic ambitions and build a career in the Vietnamese hip-hop industry.

Rapper Den partners with Number 1 in campaign targeting Gen Z

After long days of work, Den would spend his evenings writing rap verses, dedicating effort and focus to each line. Over time, this sustained commitment has produced songs that connect with millions of young listeners.

Over 15 years, Den’s experience illustrates that success in music requires more than talent – consistent effort, passion, and energy are key to overcoming challenges.

The campaign with Number 1 reflects a similar message. Its philosophy, ‘nothing is impossible’, emphasises determination, endurance, and the drive to pursue one’s goals.

If Den represents dedication to his craft, Number 1 has spent over 20 years promoting energy and resilience among Vietnamese consumers. The brand has positioned itself as a companion for young people pursuing their ambitions.

Number 1 has also been associated with high-profile achievements that highlight perseverance and endurance. From the Vietnamese flag being raised on Mount Everest in 2008 to runner Vu Phuong Thanh’s journeys across the Gobi Desert and the Arctic, the brand has highlighted milestones that celebrate determination and the drive to overcome challenges.

Beyond highlighting individual achievements, Number 1 has also engaged in community initiatives nationwide, including building bridges, providing clean water to remote areas, supporting families in need, assisting underprivileged children, and funding scientific and educational projects.

These efforts reflect the brand’s broader goal of encouraging ambition and contributing to Vietnam’s development.

The collaboration with Den has resonated with Gen Z audiences, conveying a message of energy, perseverance, and self-expression. A limited-edition Number 1 can features a red-and-gold design with Den’s image, symbolising individuality and sustained dedication.

The new can has drawn attention from young consumers, becoming a popular collectible among Gen Z. Beyond its design, the product reflects the broader message of sustaining energy and perseverance in pursuing personal goals.

The collaboration also emphasises a sense of Vietnamese pride and resilience. “If the Vietnamese spirit of yesterday was about defending our land, today it is about daring to dream and build. Vietnamese youth have the courage and resilience to overcome challenges,” said a Number 1 representative.

From Den’s 15-year journey in music to Number 1’s two-decade legacy of supporting ambition, the campaign embodies a broader theme: encouraging a new generation to pursue their goals with determination, resilience, and a commitment to becoming their best selves.

On October 26, Vietnam and the United States agreed to issue a Joint Statement on the Framework for a Reciprocal, Fair, and Balanced Trade Agreement. The statement contained many encouraging details that have raised new expectations for Vietnam’s major export sectors.

Favourable tariff outlook offers boost for Vietnamese exporters
Seafood, garments and textiles, and woodwork are among key export items to US market

Both sides will continue discussions and implement steps towards completing the agreement, based on principles of openness, constructiveness, equality, ensuring mutual benefit and consideration of each side’s development level.

Speaking to VIR, Nguyen The Minh, head of Research at Yuanta Vietnam Securities, noted that during the suspension of reciprocal tariffs, the US signalled its intent to impose higher duties on technology products it can manufacture domestically.

In contrast, consumer goods that the US relies heavily on imports for may see tariff adjustments.

“Key sectors such as textiles and garments, processed foods, seafood, and fine wood products are those where the US remains import-dependent,” Minh said. “If high tariffs were imposed, American consumers would bear the brunt through higher prices, adding to inflationary pressures.”

He added that higher tariffs on a wide range of products could slow US economic growth, reduce investment, and raise inflation through cost-push effects. In that context, the Federal Reserve may adopt a slower pace of interest rate adjustments.

“The US needs to reassess its tariff policy with greater differentiation across product groups. For items that depend on imports from Vietnam, such as textiles, seafood, and furniture, reducing tariffs to zero per cent is entirely feasible. In that scenario, US consumers would be the first to benefit,” Minh noted.

In the garments and textiles sector, analysts believe Vietnam holds a strong competitive edge, as it is the world’s second-largest textile apparel exporter and the third-largest supplier to the US market. As the US does not produce textiles domestically and many major global brands have manufacturing plants in Vietnam, any progress in tariff negotiations could lead to further import duty reductions, possibly even to zero per cent. Agricultural and seafood exports are also well-positioned to benefit from potential tariff cuts, enhancing their competitiveness against regional peers.

According to Saigon-Hanoi Securities JSC (SHS), concerns that tariff policies under the Trump administration might hurt Vietnam’s economy are gradually fading. Even when facing reciprocal tariffs of up to 20 per cent, local production and investment activities have continued to show strong growth momentum. A more favourable tariff regime is expected to open new growth opportunities for Vietnamese export businesses and related stocks.

Export-oriented businesses have recorded strong performance since the outset of the year, with robust nine-month results. In the first nine months of 2025, garment maker TNG Investment and Trading JSC reported revenue of $228.4 million, up 14.6 per cent on-year, and net profit of $11.2 million, up 16.6 per cent on-year.

For 2025, TNG targets $324 million in revenue and $13.6 million in net profit. With the current results, the company has achieved 70.5 per cent of its full-year revenue goal and 82.3 per cent of its full-year profit target. TNG representatives said the firm remains on track with a positive business outlook.

Another strong performer is Garment 10 Corporation. In Q3 of 2025, the company posted a net profit of $1.94 million, up 52 per cent on-year, setting a record quarterly profit since 2023. For the first nine months, its revenue reached $133.6 million, up 10 per cent, and net profit was $3.12 million, up 59 per cent on-year.

In the seafood sector, several big players like Vinh Hoan, Sao Ta Foods, and Nam Viet all reported positive results.

Accordingly, Vinh Hoan recorded consolidated Q3 net profit of $18.2 million, up 35 per cent, and a nine-month total of $48.2 million, up 38.6 per cent on-year.

Sao Ta Foods posted Q3 profit of $4.47 million, up 18 per cent and a nine-month total of $10.05 million, up 6.7 per cent on-year. Nam Viet stood out with Q3 profit of $11.32 million, surging 917 per cent on-year, and nine-month profit of nearly $29.9 million, 17 times higher than one year ago. .

In the wood export segment, Phu Tai JSC has already met its full-year 2025 profit plan after just nine months, with pre-tax profit reaching $1.4 million. For Q4, the company targets an additional $200,000 in profit, which, if achieved, would exceed the annual target by 14 per cent.

Nguyen The Minh believes the likelihood of a favourable tariff outcome is high as both sides enter the framework negotiation phase.

“A well-designed policy could open new growth opportunities for Vietnamese exporters and related stocks, with some goods potentially seeing tariffs cut below 20 per cent – or even to zero,” Minh said. “Investors should focus on companies with solid fundamentals, leading positions in strategic sectors, strong growth potential, and reasonable valuations.”

AI and big data reshape Vietnam’s e-commerce landscape
Lai Viet Anh, deputy director general of the Department of E-Commerce and Digital Economy

As part of the Autumn Fair 2025, the Department of E-Commerce and Digital Economy under the Ministry of Industry and Trade hosted a forum on November 1 to discuss the role of AI and big data in fostering sustainable growth models for Vietnam’s e-commerce sector.

Lai Viet Anh, deputy director general of the Department of E-Commerce and Digital Economy, said that in the context of rapid digital economic growth, AI and big data are essential for e-commerce to truly become a new growth engine.

“AI is not merely a tool but a strategic transformation, enabling businesses to convert massive data into competitive value and exceptional productivity,” she said.

Nguyen Huu Tuan, director of the Centre for E-Commerce and Digital Technology Development (eComDX), noted that the digital economy operates on data and digital technologies as its primary inputs, driving innovation in business models and productivity optimisation. Within this framework, e-commerce serves as both a driver and a pillar of digital transformation.

He cited that global e-commerce retail sales are projected to reach $6.86 trillion in 2025, up 8.3 per cent on-year. Emerging trends include mobile commerce, social commerce, cross-border e-commerce, and smart logistics.

In Vietnam, e-commerce reached a market size of $25 billion last year, growing over 25 per cent on-year, placing the country among the top 10 fastest-growing markets worldwide. The sector accounts now for about 10 per cent of total retail sales of goods and consumer services, with prominent development directions such as green e-commerce, smart logistics, and omnichannel models integrating online and offline experiences.

“AI is driving a profound transformation in e-commerce, becoming an indispensable digital assistant that enhances business efficiency and delivers superior personalised consumer experiences,” Tuan emphasised.

For shoppers, AI suggests relevant products, displays personalised promotions, summarises user reviews, and recommends similar items for easier comparison and selection. For sellers, AI supports 24/7 automated customer service, optimises product images and videos, suggests featured products during livestreams, and broadcast schedules efficient times.

The AI in eCommerce Statistics 2025 Report indicates that over 80 per cent of online retailers have applied AI to boost business performance, with the global AI in e-commerce market projected to reach $8.65 billion.

In Vietnam, 66 per cent of businesses report using AI for customer communication, and 63 per cent employ it to acquire new customers. As a result, shopping experiences have become smarter, faster, and more personalised, helping consumers easily compare and find the most suitable products.

AI and big data reshape Vietnam’s e-commerce landscape

Do Thanh Huong, head of market research at Metric Data Science JSC, said that big data is becoming crucial for the growth of Vietnam’s e-commerce. Statistics from four major platforms (Shopee, Lazada, Tiki, and TikTok Shop) show that total market sales in the first nine months of 2025 reached VND305.9 trillion ($12.2 billion). That in the third quarter alone recorded VND103.6 trillion ($4.14 billion), up 2.6 per cent on-quarter.

Shopee continues to lead with a 56 per cent market share, while TikTok Shop maintains a remarkable 69 per cent growth rate, capturing a 41 per cent market share, reflecting the rise of short-form content commerce and youth-driven consumption trends. Data also reveals that Mall (official) shops, accounting for only 2.36 per cent of total stores, contributes up to 32.39 per cent of total revenue, highlighting consumers’ increased focus on product quality and authenticity.

Huong emphasised that in an intensely competitive market, leveraging big data is no longer optional but a mandatory requirement for businesses seeking to maintain an advantage. “big data firms enable to understand markets, forecast trends, and optimise supply chains, thereby enhancing profitability and productivity,” she said.

In a technological view, Nguyen Phi Nghi, head of sales at MISA JSC, stated that AI is opening new avenues for Vietnamese businesses in sales automation. “Models like AI Sales Agents can consult, answer queries, and close deals 24/7, helping businesses improve customer reach without expanding staff,” he highlighted.

Echoing this view, Truong Thi Minh Nguyet, product and solutions director at ACCESSTRADE Vietnam, noted, “AI empowers marketers to enhance content creation productivity, as the entire process from product discovery and video production to posting and customer care, can now be automated.”

Speakers at the forum unanimously agreed that the explosion of AI and big data is reshaping Vietnam’s e-commerce market. However, to seize this opportunity, it is essential to build a national data ecosystem, establish a suitable legal framework, and develop a high-quality tech workforce.

The synergy between policy, technology, and innovation will determine Vietnam’s ability to sustain e-commerce growth and advance towards a resilient, self-reliant digital economy in the AI era.

E-commerce platforms and social networks face stricter responsibilities under draft law
Minister of Industry and Trade Nguyen Hong Dien delivers a report to the National Assembly on a draft Law on E-commerce. Photo: National Assembly

In a report to the National Assembly on November 3, Minister of Industry and Trade Nguyen Hong Dien said that the move seeks to institutionalise the Party’s new orientations on e-commerce and the digital economy, align with Vietnam’s international commitments, and address existing legal shortcomings. It is also designed to foster rapid and sustainable e-commerce growth, safeguard domestic production and consumer rights, and contribute positively to national socioeconomic development in the digital era.

According to the Ministry of Industry and Trade’s report, e-commerce in Vietnam has been expanding strongly, accounting for around 10 per cent of total retail and consumer service revenue in 2024. However, the sector still lacks a dedicated legal framework. Existing regulations have revealed various limitations, particularly in managing sellers, collecting taxes, combating counterfeit goods, and protecting personal data.

The draft law comprises seven chapters and 48 articles, introducing new provisions that mandate the identification of domestic sellers through VNeID and foreign sellers via legal documentation. It also defines responsibilities related to information transparency, transaction traceability, violation handling, and consumer protection.

It also expands the responsibilities of social networks that engage in e-commerce and integrated digital service platforms, along with provisions to prevent abuse of market dominance and ensure fair competition.

Under the proposal, domestic sellers will be required to undergo identity verification via VNeID, while foreign sellers must provide valid legal documentation. Livestream sellers and affiliate marketers will be subject to specific requirements on identification, information transparency, and consumer protection.

For foreign e-commerce platforms operating in Vietnam, the draft mandates the establishment of, or authorisation for, a legally competent entity within the country to handle tax obligations, dispute resolution, and consumer protection issues.

Reviewing the draft, Phan Van Mai, Chairman of the National Assembly’s Economic and Financial Committee, said the necessity of developing a stronger legal framework for e-commerce.

E-commerce platforms and social networks face stricter responsibilities under draft law

He recommended that the government further clarify the classification of e-commerce as a conditional business line and make corresponding revisions to the amended Law on Investment. The committee also called for a clearer distinction between pre-check and post-check conditions to ensure effective management.

Regarding platform operators, the committee proposed refining responsibilities to ensure they are reasonable, feasible, and tailored to the nature of each platform and its level of involvement in online contract transactions.

For social networks conducting e-commerce activities, the committee suggested defining their scope of responsibility based on specific functions such as online ordering, livestream sales tied to order placement, or payment and logistics support, to create proportionate regulatory obligations.

It also urged clearer delineation between livestream and affiliate marketing activities regulated under the draft law and those covered by other legislation, including the Law on Cyber Information Security, the Law on Cybersecurity, the Law on Advertising, and the Law on Consumer Rights Protection.

Finally, for e-commerce support service providers, the committee recommended clearer rules on their responsibilities and operating conditions, ensuring consistency with laws governing electronic transactions, postal services, payment systems, and banking, while maintaining practical and enforceable obligations.

The opening ceremony was graced by high-level dignitaries, including Malaysian Ambassador in Vietnam Dato’ Tan Yang Thai, Zaimah Osman, trade commissioner at MATRADE, and executives from FujiMart Vietnam.

In his remarks, the ambassador said the event marked another important milestone in strengthening economic and cultural ties between the two countries. Beyond promoting products, it reflected shared values of collaboration, mutual respect, and growth.

“As you explore the selection of Malaysian products today, I invite you to experience the unique blend of flavours and traditions that define Malaysia’s culinary heritage, a delicious reflection of Malay, Chinese, Indian, and indigenous influences.
